The report begins by discussing the incident involving Kenneth Arnold, who claimed to have seen nine peculiar-looking aircraft without tails, flying in a chain-like line and "warred in and out of the high mountain passes." This incident led to the term "flying saucer," which caught the public's imagination. The report notes that there have been a steady stream of similar reports since then, including sightings of "flying saucers" prior to the Arnold incident. The investigator, Dr. Hynek, was asked to review the data and eliminate the patently astronomical incidents to determine which others might have such an explanation. The method of investigation was to examine individual reports of unidentified aerial and celestial objects, to determine which could be explained on purely astronomical lines. Analysis was based entirely upon the reports furnished by Project 364 offices, with no attempt to make independent interrogation of witnesses, since this was not authorized under the contract. The subject reports number 244 and cover the period from January 1947 to January 1949. The report notes that many of the observers' reports are incomplete and inexact, and some are distinctly contradictory. Therefore, it has been impossible to reach definite, scientific conclusions.
